As you well know India is a big country and with large population base. All of us are doing our duty or what we all thing better for us. If we have bad people around us then some good too. Every thing is having its impact.
The main question out go your question is why our speed is slow and the answer is the barriers which you have named.
If we do not have corrupt political system then today we might be above many developed nations and if we do not have this democracy political system then you might be not able to question this.
In so such diversities we are progressing – at one side we are searching water on moon on other side we are unable to provide clean drinking water in the place where maximum rainfall is recorded in the world – Chirampungee. That is why it is said Bharat bhagwan bharose chalta hai.

Speed breakers are very much the success breaker too.The fruit of success is not reaching to all.Hence hunger,poverty,health,housing,power,education are all blocked to maximum people speed breaker is there no?

When the ambition is strong to succeed, the speed breakers are just stepping stones to any country, though nobody is in defence of corruption and terrorism. It is only lethargy of the administration which suffers people.

Your question itself has the answer in it. I think that because of the speed breakers like corruptions we haven’t reached the level where we are suppose to, our condition in the part of success is like living hand to mouth.
Take the example of Indian sport like hockey, rifle shooting etc. Hockey is our national game but we do have fund to grant them but when cricket is concern we are the leading.
Olympic gold medallist Abhinav Bindra wants to quit the shooting after being frustrated by the lackadaisical attitude of the shooting federation.
All in all we are not growing but grumbling around.
